Hearing Protection For Moving Ranges

Is there a requirement for Active Hearing Protection (Specialist User), rather than Basic Fits on moving ranges? Came up recently and on the face of it makes sense - but I cannot find a reference to support it and I’m sure I’ve seen nothing official. Thought I’d put it to the masses though to see if there was a sub 20mm type (or other) who knew better or had pinged something I’ve missed.

I don't know current requirements, but as a civvy shooter/instructor now I would never use anything but active hearing protection - outdoor static ranges, outdoor moving ranges, outdoor dynamic ranges. If indoors I also double up with plugs as the sound reverberation on some badly baffled ranges is no friend of eardrums.
