    It's Somaliland who inherited what few naval assets, about half a dozen fast attack craft of different sizes, the former Somalia had, when she declared independence in 1991, Puntland is a semi-autonomous region of Somalia that wishes to remain a part of a federal Somalia.

    Puntland is the source of piracy and are doing very little, if anything, to prevent it.

    Somaliland is however, operating out of Berbera having re-established a Mariners College. The problem remains that the world refuses to recognise the independence of Somaliland, despite having had several free and fair democratic elections, the international community still insists on the bankrupt idea of a wholly unified Somalia. The amount of money that has been paid in ransoms to pirates exceeds the entire budget of the nascent Somaliland republic by tens of millions.

    Without formal recognition Somaliland cannot tackle the issue of piracy effectively.
