I'm curious as to why the IPCC need to be involved. From the, brief, report it would seem that there were no police involved until after said blagger had been restrained.

All very amateur, a sheepskin coat, stocking on the head, and one round in the ceiling from his pair of nostrils would have subdued the punters nicely.

According to the article I read, they arrested him and then noticed he was unresponsive.

"I cautioned the suspect, to which he gave no reply"

Were there any scouse onlookers in the vincinity? if so this could turn real messy ..people can be traumatised by this sort of thing you know.

Positional asphyxia I reckon, probably made worst by him struggling. We use prone restraint for as short a time as possible. Wonder if he realized he'd fucked up before he passed out?
