Last time I saw one it had an antenna sticking out of it, so my guess is its a radio.
Let's put it this way - it is an opsec thing which like Woody pointed out could be potentially damaging to troops if discussed...!

Ahh - judging by the tone of MeenBee's post, I suspect it to be nothing more than an empty cardboard box shaped to look like a radio. Its an image thing I guess.
Guardsmen who fail the Household Division annual test for walking with appropriate bearing (ie erect rather than slouching) carry these boxes for a number of weeks until their posture is corrected. They contain sand.
A similar remedy exists for mounted troops who sit too low in the saddle.
When you need to know you will get one and find out the hard way!
