Gridding an Aerial Photo - Free Software?

    I'm looking for free software to grid vertical aerial photos. i.e. you load a jpeg / tiff file into it, tap in a few coordinating points and it overlays the national grid onto it so you can print a photo which has been gridded and scaled.

    I tried a patch for google earth but it wasn't very accurate.

    Anyone know of a free program that will do this?
