    Berlin - The head of Germany's armed forces union said Tuesday that Berlin must send more combat troops to the unstable northern Kunduz region of Afghanistan, if civilian reconstruction there is to succeed.
    The comments come shortly before a key international conference on Afghanistan in London on January 28, at which the NATO-led allied forces hope to establish a timetable for handover to Afghan security forces.
