G8 surprise

I've just been watching some news, showing a shot of the leaders at the G8 Summit. A panning shot showed a bloke I thought I recognised. Then came a wide angle shot, and a quick head count showed 9 people. So I went to check, and I was right. Country Leader #9 was Herman Van Rompuy, President of the EU.

Why is he there? He's not the leader of a country, so why is he included.

I'm surprised UKIP isn't kicking up a fuss about this.
In addition, the European Union is represented within the G8, but cannot host or chair
If it makes you feel better, from now on the G8 will be less important then the G20. It'll be just the BRIC's ect making decisions then, the old nasty continentals will be put in their place. :D
