Do your research instead of just reading the press. I've served with Dutch soldiers and Officers who were there, and served with the UN on a couple of occasions and have heard first hand accounts of what the Dutch regard as the worst day in their militarys history. In wouldn't surprise me if the Dutch Government had accepted the verdict to make it go away quicker. They're not a conscript army any more, like they were at the time, so this must be crippling for recruitment and veterans support to Government
That not even COMUNPROFOR had the authority to declare war on the RS on behalf of NATO so it's expecting a bit much of a lowly Colonel.
If you mean troops from NATO member nations, yes, but not NATO troops. Op ALTHEA is an EU op; NATO provides the op reserve (from next door with KFOR).Still plenty in boz.
