No. Under the parliament acts, the legislation can be pushed through if the Bill has been delayed for 1 year.
So they can get it through by just keep re-submitting it?

It was originally 2 years but was reduced to 1 ostensibly to prevent the lords from having too much power near to the elections.
So now to my point WTF is the Lords for?

The problem has arisen because successive governments have watered down the lords powers.

However, the Lords can still contribute to the legislative process by publicly criticising a bill and by delaying it in the hope that enougn publicity is given to the bill.

The Lords, being made up of a diverse range of individuals can also provide expertise on a particular subject, expertise that the commons will all too often not have.

Reinstate the death penalty, but only for the new offence of 'Seeking political office'. Reinstate the Lords, they can't make a worse job of it than the present upper house. The new commons would consist of persons who are selected by the people for their ability to do the job despite their reluctence to stand.
