Does the Army need a Doctrine, Training/Education, Dev HQs?

The heart of the site is the forum area, including:

  1. The Army has struggled for years trying to produce a coherent, single HQs responsible for ALL aspects of Training and Education, Doctrine and Developments. Included in this would be a Lessons collection and analysis function, mated with a Knowledge Management process.

    The current situation has evolved due to accident, rather than design. In order to meet the demands of the future and to achieve a great degree of clarity and coherence, (and efficiency) should the Army form-up an organization that combines all functions? Many of our allies have these types of orgs and have made huge leaps in these critical areas in recent years.
