Does anyone know the answer ?

It may have something to do with King George having an interest in one of the Scots Regiments Pipes and Drums.
If memory serves he had some input into their uniform so the name may have come from there.

You are on the right track there Alfa. I read somewhere that he was quite taken withe boots and required his mistress to wear a pair, just the boots and nowt else, and creep into his sleeping quarters carrying a flickering candle. Well, all her mates heard about it and they all wanted a pair. Became quite the fashion. They made a man of him, as I believe that he wound up with about twelve kids. You'll find more on Wikipedia, if you look hard enough. :D :D
