No, it is not.
Disturbance Allowance under certain circumstances is taxed, for example - mid-tour moves. The rules are laid out in JSP 752

Taxed or not I've been waıtıng for mine since September. Should I resubmit the claim or trust the system? I'm told by me cc it is definately at the APC.

Get your Sys-Coord to phone the Glasgow (un)help(ful) line. If it was sent in September it seems rather late now! When were/are you posted?

JSP 752 Ch 7, 07.0103. Income Tax and national Insurance contributions.

Elements of DA are taxable. Where required tax, and NICs will be met by MOD and paid by AFPAA under a PSA for:

a-f. In laymens terms, the individual will not be taxed, the element will be covered by the MOD. :D

Disturbance allowance is automated. So if your claim is really "sat at the APC" as you have been told, something is definitely wrong. I would take the "resubmit" option. From Transmission to hitting the bank should be no more than a few weeks max, depending payment runs.
