Ahh but EDS is a big consortium. I think the rest of the article mentioned something about those lower down in the contract can step in if the contract is not fullfilled in certain areas.

Well that's bleeding obvious. Look how many high ranking ex-officers get nice plum jobs on the board of EDS, BAe, EADS. Non-exec directorships as a nice trade-off for some undeserved influence.

It's a disgrace. Infact its absolutely criminal - it's about time someone was banged up for it, cos it's basically fraud. EDS are absolutely disgraceful, they screw up every job that they are gifted by the public sector and they get awarded contracts time and time again.
