    I see a couple of major flaws in the case study in that report....
  3. The government will produce its usual formulaic response to committee reports containing just the right blend of positivism and ambiguity. Once social and political amnesia takes hold following the drawdown from Afghanistan, the tried and trusted system of 'social dumping' of the mentally disordered into prisons and rough sleeping will re-assert itself just as it has always done since the Napolionic wars. It would be naive in the extreme to expect anything else from the Political classes.
