COUNCILLORS are looking to pay consultants £16,000 for advice on how and where to install 40,000 energy-saving light bulbs.
"The council does not have a resource or the expertise to carry out this work," according to highways manager Dave Tee.

There are 31,000 street lamps, 5,300 illuminated signs and bollards and 4,000 traffic light bulbs in Calderdale.

"To make savings, we need to develop a strategy for the whole street lighting stock, look at its current condition, analyse energy use, look at energy saving options and apply these using modelling software," said Mr Tee.

Two specialist consultants have already put in bids to carry out the necessary investigations, which are now being evaluated.

"This represents a small investment to enable the council to make the correct decisions in managing its street lighting service while contributing to the reduction of future carbon emissions.

"Consultants will help us to carefully plan our future maintenance needs and ensure that we keep our energy consumption to a minimum. In the long run, this will save the council money," said Mr Tee.

The Courier reported last month how Calderdale Council spent £4 million on consultants last year – £1 million more than the previous year.

Six were required, at a cost of £260,000, to help deal with the controversial refuse collection contract, according to figures obtained by the Courier under the Freedom of Information Act.
You simply cannot make this stuff up.

I'm going to buy myself a ladder and put myself in the running for the £16,000 contract.

It's not necessarily all that ridiculous as there will be more to it than meets the eye but they ought to have this capability in house.

Raging! Consultancy is the modern equivalent of the King Midas touch! I've worked with "consultants" assisting our team. They get us to do the work, take the results and put a few pink and fluffy words around them and get paid a shed-load of money to do it. Robin-fukking Hood springs to mind!

There are times when it makes sense to use consultants, and this is possibly one of them. While an electrical engineer can certainly do the electrical calculations, they may not have the highways experience. The report says that the council don't have the experience, but is this a permannet position or do they have a vacancy for someone with that skill set. This task looks like a one-off exercise, so it may not be worth getting a permanent member of staff to deal with this.

40,000 energy-saving light bulbs.

31,000 street lamps,
5,300 illuminated signs and bollards and
4,000 traffic light bulbs in Calderdale

so 31000 + 5300 + 4000 = 40300

Hmm my plan will be to buy 300 more bulbs and replace em all.... £16 Grand please
