CIA planned al-Qaida assassinations

Dick Cheney, the former vice president, ordered a highly classified CIA operation hidden from Congress because it pushed the limits of legality by planning to assassinate of al-Qaida operatives in friendly countries without the knowledge of their governments, according to former intelligence officials.

    Former counter-terrorism officials who retain close links to the intelligence community say that the hidden operation involved plans by the CIA and the military to launch operations, similar to those by Israel's Mossad intelligence service, to hunt down and kill al-Qaida activists abroad without informing the governments concerned, even though some were regarded as friendly if unreliable.

    The agency is said to have spent time planning and possibly training operatives for the mission in the wake of the September 11 attacks.

    A small unit examined the potential for killing al-Qaeda members, despite the fact Gerald Ford banned assassinations following CIA abuses in Latin America in the 1970s, according to former intelligence officials.

  6. This has less to do with the propriety of the ops themselves than it does about Cheney's contempt for the law and the Constitution of the United States. He was obliged to inform Congress under the terms of the Hughes-Ryan Act, but he had a rather dim view of the Legislative Branch of government- which is rather odd because he held the assertion that his office wasn't part of the Executive Branch either. After 9/11 he would have had the thumbs-up from Congress anyway- there would have been no witholding of funding for the ops and in the political climate of the time there would have been no political advantage to be had by a Congressman/Senator who would leak the details.

    Having said that, it might still have failed the NY Times Front Page Rule (Before doing something questionable- ask yourself how it would look on the cover of all the newspapers) because of the diplomatic trouble it could have caused if people turned up dead in friendly- read fuzzy, liberal, European- countries.

  13. Weird how the USA press are still reporting they DON"T know what the secret operation actually was but the Guardian story is already being taken as gospel in the UK.

    This is another one of those things that is going to shoot the USA in the arse. The press will tear Cheney a new one whilst exposing all of the CIA dirty little secrets to the world. Left wingers & do goody goodies will demand "the truth", the tabloids will just make up stories and in the meantime the conspiracy fringe are wacking themselves off in anticipation. Meanwhile the Muslim world, AQ, and the Taliban will have cause for FURTHER grievances against the West and more US, British, and Canadian soldiers will lose their lives because the media will not leave the story alone.
