Building an irreversible and durable political process in Syria
...the people of Syria continue to need our help. They can’t rely on their own government to protect them and they can’t rely, after all the shenanigans over the Constitutional Committee and Sochi, they can’t rely on the partners of their own government to protect them, namely the Russian Federation and also Iran.
The Syrians likely can rely on Israel, the USA and the KSA. A lot of bone saws are ready to be used.
Other speakers, Mr President, have referred to the 27 October Istanbul Communique Commitment to launch the Constitutional Committee by the end of the year. Given that Foreign Minister Lavrov and President Putin contributed to the Istanbul Communique it is mystifying, Mr President, why it has not yet been put into practice.
Apparently because 2018 is not over yet. Also there are many conflicting interests.
...we completely agree that to be effective the Constitutional Committee must be credible to and acceptable for all sides.
So time is needed to conduct consultations. The Istanbul Communique was issued too recently to await results just now.
Without an irreversible and durable political process there won’t be reconstruction, there won’t be refugee return at scale and there won’t be rehabilitation for Syria.
Couldn't agree more.

About four or five 5Mt airbursts would be far easier.

Pity about that unanimous (ie including Russia and China) UNSC Resolution 2254.

We all know what will happen. The rebels will be accused of breaking the ceasefire. More bombing and use of CW. Latest rebels in Idlib removed which just leaves the Tr sponsored FSA and the SDF. How many more Russians and Syrians need to die for Assad’s (and Vlad’s) vanity project?
