Bounty Hunters in the UK?

I'm sat here watching "Midnight Run" and I got to thinking why doesn't the UK have Bounty Hunters. The police are always complaining about being under resourced so why not sub contract out a bit of work.
Any Legal Eagles know?
Who remembers 15-20 years ago the 'peace keeping' gang from New York (complete with street gear, red berets and black power attitude) that was employed to patrol and reduce crime (i.e. victimise) on the London Underground? They were not welcome and lasted a day if memory serves me.

I rememeber the "Guardian Angels", more vigilanties with bad dress sense than bounty hunters.
Spot on LVH. I didn't realise they were still patrolling London. I would think they'd be a target for gangs wanting a pop.
