Is that what Cycling Proficency is now called? I doubt it. Why is this in the Pay section?

If you mean Bike Safe (for motorbikes), look on your local constabulary's website.
No, the MOD has not signed up to bike ability. The standard response is that the scheme would be complex to administer and in any case cyclists can claim HDT mileage for cycling to work.
There was a long thread about this when the scheme first came out but I can't find it at the moment. As I recall, the problem is that JPA isn't capable of handling the scheme without a vast amount of cash being spent on it.
