"Basra has a hard core of 200 terrorists who were seen as "irreconcilable" to the democratic process, an intelligence source said. At least 30 of these have been killed by the British taking offensive action in Basra in the last week".

I know the latter is true but could it be as few as 200 causing the trouble, run-of-the-mil trouble makers and hired help aside?

Just look at Norn Iron to see how a few ring-leaders can stir up the masses to act upon their discontent.

There is a difference between usual mathematics and political one:

In real life 200-30=170
In politics 200-30=200
