Now that got me thinking. Might the listed building regs provide the ammunition to force Police types to do their job, and could the restoration laws force the local council to get it back to where it should be.
Maybe the Planning (Listed Building and Conservation Areas) Act 1990, is the way forward here. For example the sectary of state can issue an order to restore a listed building.

54.—{1) A local authority may execute any works which appear to preserve them to be urgently necessary for the preservation of a listed building in unoccupied listed their area. buildings.
(2) If it appears to the Secretary of State that any works are urgently necessary for the preservation of a listed building—
