  5. The Telegraph are just fishing for stories where none exist. This particular one was discussed in full some time ago in another thread. Apart from the original poster, everyone who contributed to that thread was of the opinion that Government Procurement Cards are a valuable, cost-effective, money-saving, efficient and highly accountable way of procuring items locally. It's a complete non-story. Much in the same way that the Telegraph story of how local authorities use credit cards turned out to be a complete non-story, but only after they made headlines using half-truths.
