Any help/advice for this lad?

Seems he didn't do comutation so missed out on £17000 lump sum for that but his pension is higher so he hasn't 'lost' £17000 he's just getting it over a longer period.
You have up to 12 months from leaving to commute your pension. If he left in September 2010 he can still get in to commute it.
Not any more.

From the Forces Pension Society:

The Finance Act 2004, implemented on 6th April 2006, states that pensions, once in issue, cannot later be commuted into tax-free lump sums. Following lengthy negotiations between HMRC and MOD, it appears that HMRC are now insisting this rule is followed to the letter, although MOD continues to argue on our behalf.

Any commutation now has to be done before you leave.
