I've had similar but never lost a block, I was informed by my ex police driving instructor that if we have people in the carriageway and they try to do what that van did - put them into the barrier. We had one of our lasses on her live lane designation training when a people carrier tried to do that, we had police, highways and ambo dealing with a live lane injury RTC. The trainer instructed her to block the vehicle and she put it into the central barrier. The driver was jailed for 18 months.
