That's an easy decision to make when dealing with mass murderers, incurable psychopaths and the like.

The difficulty arises when you have to decide what to do with irredeemable (relatively) minor criminals. As I mentioned before, there's a beggar round my way who gets aggressive when people wont give him money. He goes in to restaurants and begs from seated diners who can't get away from him. He was given an asbo and breached it the following day.

In America, the three strikes law would mean that he would be spending most or all of his life in prison. Same with junkie shop lifters. Nick more than $200 worth of goods from a shop and it's a felony, as is stealing alcohol in some states. Three felonies and you're in jail for life. There are people doing whole life sentences in America for stealing a coat or a six pack of beer.

Compare and contrast with my beggar friend. He is 32 and has over 100 convictions but has never served more than a few weeks in prison. There's a junkie shop lifter who has been handed over 150 non-custodial sentences.

Both of these people are heroin addicts and they will be until they die. No sentence will cure them of their addiction and they will be a severe, and costly, nuisance for the rest of their lives. The Yanks would "warehouse" them in a low security, prison dormitory. We let them remain at liberty. Both of these options are probably wrong.
I disgaree with the American three-strikes rule. I guess the average petty criminal will be reduced to taking a gun just to rob a loaf of bread. The incurable smackhead would be better off being sterilised, disfigured and disabled. A few years ago, in Edinburgh city centre, I recall seeing an aggressive beggar harass the wrong person. As I turned round, I saw the beggar on his back, getting a good dose of ground-and-pound, fists bouncing off his face, as the torrential rain bounced off the pavement.

I bet he regrets the day he tried drugs.

The other chap involved can go down for a 20 stretch. He doesn't sound like the sort of chap we want on the streets and seems to exhibit the same sort of anger issues as our blade carriers...

We are talking of callous awareness here, not legislative benchmarking.
The infant Alesha was legally alive until she was removed from her bed, received 117 wounds, and endured his cock getting rammed up her. Hopefully she was already dead by then.
His age was taken into account during summing up, but became less relevant giving the atrocities of his crime(s).
The judge did as did the jury which is why he's a caged lab rat for the next 27 years.
I trust your brand of mindset is not evident in Parole Board adjudications.

He probably won't have remembered what it was for or who did it two hours later. I saw a junkie recently telling two guys he had been beaten up, only for one of the guys to turn round saying yes it was me that did it and you'll be getting plunged the next time.

Plus you can do ground and pound from knee ride, one on a tricep and one on the throat, stops your breeks getting wet and avoids any gravel etc on the ground.

It is called that, but it does have adult women role playing not real kids or siblings. At least that is what I have heard.

I never laid a finger upon the smackhead. I just strolled past and laughed as it happened one rainy day. I remember there was a woman screaming at him to stop, but I don't remember whether she was the beggar's or the attacker's girlfriend.

Nothing.
Human beings are at least far from perfect, and we walk past hundreds in our lives who are a heartbeat from killing or maiming. You just don't know it. It's part of being intelligent, however flawed and "blessed" with self awareness.
We are one of few predatory species who choose to kill for amusement or gratification.

I recently wanted a program on youtube about The London Met undercover officers that deal with online underage sites. They infiltrate chatrooms and pretend to be underage teenage girls They said their work is non stop and if they could double their staff there would still be too much work. How they do that job i will never know

Quite an interesting debate, whether it's life experiences that shape someone like Campbell, or are some people just born evil. Perhaps a combination of the two. There certainly seems to have been enough huge alarm bells ringing about his behaviour for a number of years that his parents have ignored.

Life has shown me that nature takes precedence over nurture.
 
We seem to worry too much about the rights of the convicted criminal and not about the rights of the victim.

Once convicted they should lose all human rights, they chose to do the crime therefore they should expect severe punishment - up to and including death - to follow.
