They're the first terrorist group of the internet era. If you wanted to join an old-fashioned terrorist organisation, eg IRA, UVF, ETA or whatever you had to know the right people and turn up for meetings in a manner of speaking.

If you want to get up and running as an al Qa'ida cell all you need is to do is visit a few websites and download some documents on Islamist ideology and terrorism techniques. Abdel Bari Atwan's book on the subject has an excellent chapter on cyber jihad

The article wastes too much ink and emphasis on anonymous registrations.
If I register a domain as john doe with a stolen credit-card through a web-cafe/neighbours wifi then you get the idea...
The WHOIS database was a nice idea in the early days of web domains but can't be trusted at all now. Perhaps it should be renamed to WHOISN'T :D
