  1. They're the first terrorist group of the internet era. If you wanted to join an old-fashioned terrorist organisation, eg IRA, UVF, ETA or whatever you had to know the right people and turn up for meetings in a manner of speaking.

    If you want to get up and running as an al Qa'ida cell all you need is to do is visit a few websites and download some documents on Islamist ideology and terrorism techniques. Abdel Bari Atwan's book on the subject has an excellent chapter on cyber jihad

    If I register a domain as john doe with a stolen credit-card through a web-cafe/neighbours wifi then you get the idea...
    The WHOIS database was a nice idea in the early days of web domains but can't be trusted at all now. Perhaps it should be renamed to WHOISN'T :D
