No. The contract is for an advanced demonstrator system. You buy one, trial it, see if it fries Her Maj's enemies efficiently and accurately. You only need to put it on one ship for that.

If it works and if it's affordable/cost-effective and if the Swedish Doom Goblin or similar doesn't blame it for global warming, then you might get a production contract for fleetwide fit.
