'Honi soit qui mal y pense': a motto used by many European Royal families. Your example is (probably) that of the Dutch Royal Household from the late 17th Century.

BURGERHUYS, JAN (JOHANNES): Middleburg (Netherlands), d. 1679 - Possibly a son of Michael or of the elder Jan. Master founder at the Middleburg foundry which was closed down at his death not being re-established until 1754. (Rijksmuseum, Amsterdam, two guns dated 1675. Spitzer sale, 1895, lots 304, 305, dated 1678).
