Strategic means something like Tactics but bigger....sort of.
For example:
Tactics = Take this position.
Strategic = Invade this country.
Tactics is the opinion of the senior Officer present.
Strategy is the opinion of the editrix of The Scum, imparted to TCB for him to act upon.
