The Queen's Diamond Jubilee Medal (QDJM), with about 450,000 contracted for, is likely to beat its golden cousin as the most mass-issued piece of bling.
Already the bleating about the qualifying criteria (5 years service on 6 Feb 2012 but no detailed DIN as yet) and the "but they got a bar to the Queen Victoria medal" rants have arrived. And we've still got months to go. Oh, well ...

Medal
Nickel-silver (contains no real silver!) and circular in shape. The obverse of the medal shows the crowned effigy of Queen Elizabeth II, while the reverse shows a hexagon with a crown and royal cipher, inscribed '1952 to 2012', commemorating Her Majesty's reign
Ribbon
Red, with 2 white stripes surrounding a central red stripe and with the edge bordered by thin blue stripes.
