A great phrase, beloved of politicians, as it sounds like "our brave boys" aren't actually killing people or anything nasty like that. A natural progression from war fighting, with even shittier Rules of Engagement of course.
This subtle use of the beautiful English language could also explain why the chav-beloved "social services" or " benefits" should really be re-named "state charity." Harrumph.
