Used when a new building is to be placed near to existing residential properties, or modifications are proposed to an existing one - and people complain to the council planning department.
Now complaints over planning permission can be valid, e.g. Tescos stores want to drop a superstore + 1300 student accommodation in your back garden, or the local Jihadis might want to build a mosque within thirty miles of your terraced house. All perfectly valid reasons for an embolism. This IS NOT NIMBY behavior.
