Back in the 80s and 90s, it meant driving at unwise speed, usually up a straight bit of road. It may be onomatopoeic, from the noise of a motorbike accelerating rapidly through the gears.

However, since TCH (aka 'Buff' Hoon) took power it also can be used to mean acting in the manner of a singularly useless SoS for Defence.
Despite the fact that both involve arseholes, this is not to be confused with mooning.
