Once upon a time, the Government tried to deliver a champagne defence solution on a beer budget. After much scratching of heads, it was realised that the only thing that was going to keep Cyclops happy were cuts - and lots of them.

This drawdown, also known as a 'wholescale sacking of capability', was - in classic military fashion - dressed up as a virtue, as almost all sins are. The problem was that the attendant re-structuring was - in effect - a load of bollocks and didn't actually generate what it was supposed to do - i.e. deliver a force capable of doing anything in a sustainable fashion.

And so some terribly bright people, some of whom had been involved the first time around and clearly weren't debarred by way of association, generated another pile of paper called 'Future Army Struture (Next Step)' to create the impression that the first round of FAS had, in fact, been merely the first step on a long journey with, presumably, a destination other than the Army being reduced to a single battalion with a helicopter in support.
