CINC Naval Home Command.

This used to be a Flag Officer that took care of the Royal Navy onshore in the UK. The post has long gone and his duties have been passed onto the Second Sea Lord.

The phrase is now used to indicate ones wife or partner.

ie “Best check with CINC Nag Home before stopping off for a pint”
