    Yes that is Scituate Light where, 200 years ago, two teenaged girls playing a fife and drum tricked the Redcoats into fleeing.

    For non-septic readers:

    Stockton, CA my be the largest city debt to go bankrupt but it is far from the largest Chapter IX bankruptcy. The current titleholder is the sweepstakes is Jefferson County, Alabama, location of Birmingham, Alabama.

    Stockton's debts amount to a figure between $500million and $1billion. Jefferson County has debts amounting to over $4billion. Some of Jefferson County's debt is related to major water and sewer work that was mandated by Federal laws and regulations. The problem was exacerbated by a very corrupt county council that decided to solve their financial problems through interest rate swaps and other derivative investments. So far 6 members of the county council are now convicts as they had accepted gratuities from J.P. Morgan for their votes in favour of the investments. Investigations still continue. Meanwhile the poor people of Jefferson County are being saddled with huge water/sewer bills.

    Corruption aside, many municipalities in the United States are being crippled by unfunded mandates. Congress and state legislators, when faced with a problems tend to respond by passing laws without appropriating funds to pay for costs. If a TV station has a special on elderly abuse the next week the state legislature passes a law requiring all police and firefighters be trained x number of hours each week for recognizing elder abuse. Then someone passes a law on child abuse, then drunk driving procedures, then cultural diversity, then GLBT issues etc. Pretty soon a city will find itself with a police department that requires 200 hours of special training each year and to keep the department operations staffed has to pay overtime to the officers so they can be trained as mandated and still do some police work.
