The plexi glass or what ever it is could be protection against blast, and it does appear to have some sort of manipulator arm.
A manned "wheel barrow" perhaps? Could see it for use in areas where there were plenty of AP mines, but wouldn't want to be larking about in it if there were AT or similar knocking about.
To be sure, I wouldn't want to be in it if something went bang!!!!!
