Yes, civilians can exercise horses with HCav or HDiv in Knightsbridge - however you really need to know someone over there. I made my contacts (with the HDiv CplMaj) through my OH who is serving and currently posted to London. Alternatively if she has any connections to the Civil Service then she may be able to have lessons on HCav horses on an evening. She will have to take a riding test and be prepared to ride at 7am most mornings in full show attire.
Kings Troop actually advertise lessons for civvies at £35/hr. The horses tend to be better schooled as well.Site mushroom

Re: Civilians exercising Household Cavalry horses in London
It is possible. Each troop also has one civilian groom as well, full time, paid. I would suggest contacting the riding master as a few have suggested, or if you want to go further and buy a horse - the Vet is the person to see, they do sell them off cheap as chips!
But you need to have all your land / stable inspected by the vet. It's true that gingers have no souls'. I sold mine to the Devil years ago for 4 cans of Skol, 20 Lambert & Butler's and a go on his mother when she was pissed up after her 40th Birthday bash.

I wish I'd known about this 15+ years ago when I used to ride in Hyde Park from Lilo Blum's stable - it would have saved me a fortune.
(Very sad - I'd booked a hack and the night before I saw little Louise, one of the stable girls, in tears on the evening news - stable had burned down and they'd lost a couple of the horses).
I fucked your country and became very rich. What are you going to do about it?
