I've contacted both the University Housing people and am in the process of contacting the Council's Housing Standards department now but as I say, I can't see either of them moving things along very quickly.
Indeed it is a shorthold assured tenancy agreement and it's up for renewal in about three months. We have plenty of photo evidence of the problems but nothing in writing asking for the problems to be fixed (assuming evidence of phonecalls/text messages to the landlord don't count?).
With regards to the desposit; are you talking about the Deposit Protection Scheme? I've just spoken to my housemates and apparently the desposit is still being held by the landlord and was never put into the scheme. How much difference is that going to make to getting it back?

I would be inclined to give notice to say you'll move out at the end of the agreement and find somewhere else to live if your mates are in agreement.

How much is the deposit? A month's rent? Bit dodgy, but you could try just not paying your final installment and writing off your deposit.

It is illegal for the LL to hold the deposit himself without putting it into a deposit scheme! he has a certain amount of time to get it into a scheme. Speak with CAB about this! Any phone calls should be backed up with an e-mail or letter to confirm what was discussed. Its called an ACE (Arrse Covering E-mail).

We've already said we are leaving at the end of the agreement but to be honest I would rather put a Basha up in my mates garden than stay in this house. Three more months of sewage in the garden, black mould and mushrooms growing out of the carpet in one room cannot be healthy for us or legal.

go the legal route. A nice headed note paper letter from a solicitor may buck his ideas up.
