That's the demographic transition model, the classic one in geography textbooks. The change from one stage to the next, particularly from one to two is often driven by technology like water purification and better healthcare with a wider area of coverage. There are a couple of posts here which I think are near to explaining what might have happened.The more adventurous of the population move on , they migrate and leave the problems behind .

This has happened in antiquity , the "Risk Takers " amongst a population are prepared to move on a see if they can find something better. As a more recent example I would suggest that the Risk takers amongst European society in the 19th century emigrated to the US and you got a very dynamic country indeed. The same might be said for Hong Kong Chinese. I am not sure it is intelligence that does the selection but the ability to expose yourself to risk. Thus those left in Africa after the migrations of 40 odd thousand years ago left behind a not necessarily less intelligent population but a much less adventurous one who have been breeding with each other for a very long time.

If I received this scam, and responded to it, thorugh some dastardly psychotherapic inducement then I'd agree... High IQ.

Buying a domain and the kit needed to send to an email to addresses starting at a.com and continueing up the alphabet doesn't smack of hi IQ. Maybe the first person to try it, but now it is just any clown.

At best you'd need a moderately intelligent person to respond to any fool who responded.

I am not saying the fcukers aren't serious, committed or, indeed, 'street smart'.

Africa would boom if the population put half the effort into productive activity as they do into finding ways to screw the system or protesting about the injustice when they get caught at it. Nothing wrong with the intelligence, it's just focused more on fucking over others, rather than actually developing technology or working on improving things. It's how it was done long before the idiot white man ever showed up and it'll still be ongoing long after he's gone.

In the same way Afghanistan won't let outsiders change things, Africa won't allow it either. The difference is that the Afghans are more direct in their approach while Africa will wear you down with the sheer weight of inertia in trying to get anything done.

Its probably not genetics, but rather nutrition. Iron defficiency is rampant in Africa. And iron defficiency in around 2002 was found to be the 5th biggest contributory factor in premature human death world-wide (and durring gestation-early adulthood retarded brain development was one of the major factors). It must also be noted that iron defficency has also soared in white western women between the ages of 15 and 35 in the last 30 years too...

Education however MUST have an effect. Many studies in the UK have proven beyond doubt that stupid rich kids at private schools (where they are pushed to learn) surpass poor, smart kids at state schools (where they often learn at the speed of the thickies) by the age of 8.

So reduced brain development combined with lack of education and thrown into the matrix of poverty, disease, starvation, civil wars, and some kleptocrat President and his cronies managing the local ecconomy by investing all the GDP in chateaus in the south of France, Swiss bank accounts, Mercs and just enough arms to keep them in power for the 20 years needed to make retirement/exile comfortable.
