I've always found that being a middle ranker (sp?) has suited me. High enough to not be given the totally shite jobs, but not high enough to have to worry about the numpties under me totally fucking it up and exposing my true level of talent. Result. What's "substantive" though?
In my 50's and thus a grumpy old man. Just so long as you realise that I'm right and you're wrong, we'll get along just fine, OK?

Substantive means "Really, yes, you are" as opposed to "Well, we'll see how you do" or "When a real vacancy turns up".
There was an old RAF wg cdr, many decades ago, who was OC Admin. He was the most senior wg cdr in the RAF, but had been passed over - a lot. When asked how he felt, he said, "Content. If it's work, I give it to my staff. If it's a decision, I give to the Stn Cdr." Eric was a lovely gentleman.

I do like watching those with a false sense of their importance climbing the greasy pole. It's so satisfying when they come back down it at high velocity.
