Surely 'gated' means the whole regiment's stuck on camp (usually because there's been a riot or a local's been kicked to death for looking at a squaddie's pint) whereas RoPs means one man's parading at the guardroom four times a day to show them how nice your twos are and how well you pack your webbing?
