Yep, Lamprey, or Lamphrey is the word I was looking for. Indeed, they are like waterborne leeches, and fairly rare these days.

Residents of the Districe of Columbia. It is not a part of any state. The ironic statement 'Taxation without Representation' appears on their number plates to reflect this.
