His firearms certificate, if he's walking tooled, will be one that lists specifically Section 5 firearms, their names, types, the amount of ammo he can carry, hold and buy, as well as the circumstances in which he can use/hold/store said firearms.
If it's not on his ticket, he's not the ticket. If he hasn't got one of those, he'll have to have some kind of Gobment card that says 'Naughty Boy - can do naughty things' on it. If he's got neither, he's a liar.

I think a very few people have a s.5 permit to carry a concealed firearm (a handgun no doubt) because of a past life which meant that there was a serious risk of retribution from the bad guys.
No doubt though, that the people who do have permits such as these, wouldn't let on to anybody but those who need to know or have authority to ask.
The last time I saw a s.5 permit it was signed by the Home Secretary, Jack Straw. ISTRC it has a laser etched coating to prevent photocopying or scanner duplicates being made, as the words, THIS IS A PHOTOCOPY will appear all over the copy!

The way it was explained to me was that he was focusing on this Firearms thing. That would draw attention away from any other shortcomings he may have.
So far he has not produced said certificate so maybe he has got it but more likley he has heard about that type of stuff in the Mess bar and decided 'I'll have me some of that'.

There are certain very specific situations where foreign and civil agents can carry (and no, by agent I don't mean James fucking Bond), but even then they obviously aren't allowed to trot down the street rocking something flashy out in the open.

Correct. Like RFD certificates, any company who has a section 5 permit, will only get one copy of the permit. Employees of that company, operating on company business will carry a photocopy as the original permit can't be in more than one place at once.
This often creates a bag of laughs when you get stopped by plod with a load of guns in the boot and a dodgy looking photocopy. :D
You might want to get your friend to find out if he's carrying when he meets him next then discretely call the police. It's extremely improbable that he's legally doing so. It's catching the nutters before they do something stupid that could prevent a Hungerford or Dunblane.
IIRC Michael Ryan used to take his legally held pistol to work in his waistband and show his colleagues. If they'd dobbed him in he wouldn't have been able to kill all those people and I might still be allowed to shoot target pistol. (And yes I know it was after Dunblane, but it was a cumulative effect)
