That looks like a pretty high spec bit of kit, but the system requirements:
PC with Core Duo, 2.8 GHz Intel Pentium 4 processor or equivalent. Microsoft Windows Vista (32 & 64bit) or XP (32bit only) with Service Pack 2.
Graphics with 64 MB of memory (minimum).
Sound card or on board sound.
USB 2.0 port (will not work with USB 1.1).
CD-ROM drive (for Software installation).

At least two of us said TVCatchup, if the connection speed is right there's no bother, but it can be rather unsettling , nay, feckin annoying if the feed drops during the Movie, or whatever you're watching. A bit like Youtube vids stuttering, or loading every few seconds..
BB TV means no need for TV card, also bear in mind that you could get a free Wi-Fi (wireless) signal in public areas, Pubs, Cafes, anywhere there's open Wi-Fi around for customers or where some berk's left the encryption off. You can surf away, on the TV channels or whatever tightens your nuts.

I've got a 3 3G dongle and it works pretty much everywhere i've been, even HSDPA in some places. As to TV dongles, I've seen this in action a few times and I'd recommend it:
Bought one now. Pinnacle PCTV DVB-T Stick Ultimate. Works well so far, but can fcuk up the settings on some other programs. Had to run repair on a couple of things. Quite a good spec too. £29.99 from PC World
A 2.13Ghz Core 2 Duo is equivalent to a 4-5GHz Pentium at least. The former is a dual-core processor with a far superior architecture. Your CPU is fine. Make sure you have at least 2GB of RAM as well.

I can't give you any specific advice on those other than Happauge have a good reputation. My Freecom USB TV dongle, when I used it way back when, was adequate for the job.
PS You still need a TV licence if you use a laptop dongle. Not to be insulting or anything.

My Freecom USB TV dongle, when I used it way back when, was adequate for the job.
I used a Freecom USB dongle in Norwich for some time - it does the job, 60-something channels (TV and radio). I ran it on my 2.8G laptop with 768M of RAM. The laptop is 4 years old. It was replaced when the sprogette kicked the aerial cable. I now use a (?) Viacom dongle, both with the aerial supplied with the dongle. I use the magnetic base on the aerial and attach it to the frame of my cupboard. Both cost in the region of £30 from Maplins.
