Never really looked into it but surely a PCSO can use Sect 24a PACE 84 which every citizen can use?

If they want to lose their job they can. The Home Office doesn't like to give the perception that PCSOs are "policing on the cheap" so PCSOs are restricted to "detaining" suspects for a limited period until a Constable turns up.
