The case comes against a background of growing numbers of on-the-spot fines handed out by bin police to those who break rubbish rules.
In the 12 months up to April last year, nearly 44,000 were fined because they failed to close bin lids, put their rubbish out on the wrong day, or left extra black bags alongside their bins.
That's one hell of a lot of income generated through reducing rubbish collections in order to make decent people into criminals.
As for the jobsworth prick who reckons four inches is actually seven inches..well anyone else want to know what his missus has to say about that?
Ah. This'll explain why I came home last week to a sticker on my bin reading 'photographed and checked for illegal presentation' then.
I suspect I'm due a visit from the, frankly paramilitary looking, Environmental Wardens.
Ask them for their details and record them; they should have some form of ID. If they refuse to let you record their details - I've had this happen to me -, go straight to the council offices and report them as bogus officials or call the police and report the same. This is best done in person and not by phone and make a big show of taking notes! It frightens the f*ck out of jobsworths!.
If they come back with 'We don't have to tell you!' respond with, 'Then I don't have to take any notice of you, if I don't know who's talking to me!'
Any public official is obliged to allow you to record his/her details; failing to present themselves correctly gives you the opportunity to turn the thing against them!

Councils have more powers than the police in a lot of areas such as this 'Waste management' bull sh:t.
How the fcuk can you get a criminal record for overfilling a fcuking dustbin!
This sh;t needs to be stopped, they are fcuking with peoples lives and job prospects with this crap, a criminal record is just not proportionate.
Seconded; it was only a couple of weeks ago that it turned out one council had used ANTI-TERRORISM laws and Spook-style surviallance to check that people were living in the area they sent their kids to school in.
Unless I'm wrong, he was fined, not only for incorrectly filling his bin (naughty naughty) but also for not paying his fine. Because a Magistrate heard the case, he has been whacked for the court costs.
Whilst I have sympathy for him, he should have appeared at court and fought the council Politburo. I understand he was fined in his absence. On the radio the council spokesman stated that if he shown up at court, there was a good chance he would have won the case!
No way would I have missed my day in court. IMHO he shot himself right in the foot, now he's whining. Missed the boat mate.
Magistrates in West Cumbria have a convenient habit of not actually bothering to send out the summons before they impose the penalties.
Before anybody jumps in and says that can't happen, it has (and still does) for years. Its highly possible the bloke didn't even know he was due in Court.
Asides from anything else, the Council cuts rubbish collections in half (form once a week to once a fortnight) then penalises people for the fact that the Councils service is inadequate.
Does anybody know if Councils can be prosecuted under the Sale of Goods Act? ie. for not providing the services which we the public are paying them to provide?
You miss the point - in fact this man has been warned on numerous occasions about his rubbish which he has ignored - he was then given a fixed penalty which he ignored - he was then summonsed to court - yes, you guess right he ignored that - frankly he took the p.ss and paid the price - thats why the country is in the mess its in because too many people think they can behave as they want without any consideration for others - i wouldnt want to live in street where rubbish is piled outside the houses - incidentially i saw this family on the news - so many empty coke bottles in his rubbish iam surprised his kids teeth dont drop out !!
