    Sorry, I was thinking about the way that it was supposed to work back when the HSF existed.

    Initial response down to existing assets and warning-orders issued to HSF. HSF then assembles and takes over as appropriate.

    Our local police have their own corps of citizen volunteers

    so there is a desire for this type of thing by the powers that be.

    Are we the only country in the world which suffers from foot and mouth? Or are we the only country which admits to having it?

    And it's then splashed all over the media which generates our European "cousins" into saying; "Non, keep your smelly beuf".

    I'm not against Europe but can the likes of Greece and Spain really be better at keeping cattle than us?

    I can see it now, in a decade ARRSE will be full of young thrusters who will be complaining about all the old farts who go on about HERRICK, lurk in the office, "enable" stuff and how it's got fuck all to do with what's going on now.

    HSF would be a good idea to reform now, it's possible that such a force will be required in the near future if the terrorist threat increases.

    In the US many states in addition to their National Guard have units of State Guards for these functions;

    G4S is proposing to have a company of ghurkas availible for times of emergency such as terrorist attacks, etc, all at a cost of course.

    So guess that will do the job.

    One wonders what the they will be doing when there is no emergency on, sit around in a portacabin i guess, as they are cheap as chips.

    good idea in principle, the devil is in the details, I would wlecome a supplementary section to Armed Forces, properly funded, equipped and given a Legal Backing.

    we do need to have a reserve at home to prevent AQ and other Islamists, Animal Libbers releasing wild boars etc , anybody who would cause public harm, Natural disasters etc, to fit seemelessly with the the TA if needed with an existing command structure that matches the TA, NCOs and Commissioned Officers etc during a major incident.

    I see where you're coming from, but the CCRF is an extraordinary duty to normal Reserve Forces commitments. I think the TA has enough on its plate without rescuing people from 6" of rainwater. What I'm getting at is there is a significant number of people out there who fall outside the TA service eligibility envelope who could provide valuable service very economically. Would it be viable to raise the bar with specific dedicated CCRF units rather than volunteering outside of the usual reserve training syllabus?

    As for work release? How come it's the UK that only seems to have a problem with this? The US National Guard seem to manage OK. If 'HSF' service had sound legal foundations then employers would have to comply.
