The CIVILIAN Director of MOD Finance Jon Thompson.
Good effort, but sadly wrong. Jon Thompson is responsible for accounting across TLBs within MOD, but has no direct responsibility for allocations within individual TLBs (including the Army). That's done by the Commander in Chief. If it makes you feel better CinC (Gen Nick Parker, definitely military) is advised on this by a civil servant but the decision and the responsibility lies firmly within the Army.

So Gen. Nick Parker decides how much fuel the RAF can use? Sounds good to me! I stand corrected.

You do know the RAF and Army are different, right? If you meant to guess 'who shares it out to the various RAF departments' rather than the Army, the answer would be, er, CinC Air. Still not Jon Thompson. Sorry.

It's been emotional, but I'm not sure this has anything to do with the thread now.

The computer will probably print out loads of paper showing how much has been spent against each Ledger Heading and Jon Thompson will scratch his chin or something and say "That looks about right" and sign it off.

Emotional?????? Never knew I had that effect on people! So who's the CinC Air's boss? Wouldnt be as you stated the Chief of the Defence staff General Sir David Richards GCB CBE DSO ADC Gen and General Sir Nicholas Houghton GCB CBE ADC Gen Vice Chief of the Defence Staff? Who tell the Chief of the Air Staff Air Chief Marshal Sir Stephen Dalton how much money he can have to spend on fuel then? Obviously if theres an overspend or descrepancy on fuel in relation to the numbers of aircraft used and on deployment, then wouldnt the CAS Air need to explain to the CinC and DCinC not to mention the DGofF why? and undoubtedly the DGofF woulf need to find extra financing for the CinC to give the CAS Air to sort things out providing the SofSforD didnt sack the CAS Air in this hypothetical situation?
