    At a guess, some sort of a pin spanner such as one uses to remove valve stems from Schraeder valves. Saw an EOD kit once with pin spanners. Maybe pins fit in what is being screwed in or out and a handle fits in socket on the large end???


    By the way, anyone remember a while ago when a member who had a shop selling antiques who would post odd thngs on here to identify. There were some good threads on that for a while.
